Something about public procurement in Ukraine
This article discusses the characteristics of government tender, profitable tender, provides practical directions to improve effectiveness in state procurement.
The legacy of the Soviet Union, Ukraine inherited a developed energy sector, chemical industry, metallurgy, mechanical engineering. Ukraine is a major transit country for Russian gas to European markets. Autonomously in Ukraine produces about 20bil m3 of gas and started the expansion of the richest store of gas of the Black Sea shelf. They, jointly with other state-owned corporations are one of the biggest consumers of wares and services in Ukraine. Government companies announced more than 50-60 thousand tenders annually. The annual volume of public procurement is more than 15bil of Euros.
Taking into account the holding of Euro 2012 in Ukraine there is a growth market of government procurement relating to the construction of infrastructure for the European football championship (stadiums, hotels, roads, electrical substations, etc.)
In order to avoid of abuse in the market of governments tender, to creation of competitive environment and to avert corruption, the national administration has introduced legislatorial mechanisms of regulation of tender process. Over the past five years, legislation and, accordingly, the rules in government procurements have changed a few times. The existing law of gov tenders contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of government money.
Without looking at the specified equality of participants and the transparency of procurement procedures, the Ukrainian realities are different from European and foreign providers rather difficult to independently enter in to the market of gov procurements.
